Does all plant and equipment need engineering certification?

Not every item of plant requires formal engineering certification.

The requirements depend on the type of equipment, how it was designed or modified, its intended use and the risks associated with its operation.

Engineering certification is commonly required for custom-built plant, imported machinery, modified equipment and plant subject to design or item registration requirements.

Where the requirements are unclear, an engineering assessment can identify the applicable legislation and Australian Standards before the equipment is commissioned or placed into service.

What is the difference between plant certification and plant registration?

Plant certification is the engineering process used to assess whether equipment has been designed, manufactured or modified in accordance with the applicable technical requirements.

Plant registration is an administrative and regulatory requirement that applies to particular categories of plant. Depending on the equipment, the design, the individual item, or both may need to be registered with the relevant workplace health and safety regulator.

Engineering certification may provide the technical documentation required to support a registration application, but receiving an engineering certificate does not automatically register the plant.

Can imported machinery be certified for use in Australia?

Yes. Imported machinery can often be assessed and certified for use in Australia, but overseas certification does not necessarily demonstrate compliance with Australian requirements.

The assessment may include reviewing drawings and technical documentation, identifying the applicable Australian Standards, inspecting the machinery and verifying critical structural, mechanical and safety features.

Where information is incomplete or the machinery does not fully comply, additional calculations, testing or modifications may be required before engineering certification can be provided.

Does modified plant need to be recertified?

Plant should be reassessed when a modification could affect its structural integrity, mechanical performance, operating capacity or safety.

This can include changes to load-bearing components, operating speeds, guarding, controls, attachments, access systems or the way the equipment is used.

An engineering assessment determines whether the original design remains valid and whether further calculations, testing or certification are required before the modified plant returns to service.

What information is required to certify plant and equipment?

The information required depends on the equipment and the scope of certification. It may include design drawings, engineering calculations, manufacturer specifications, operating manuals, material details and information about any repairs or modifications.

An inspection may also be required to verify the condition, construction and configuration of the equipment.

Where original documents are unavailable, certification may still be possible, but additional inspection, measurement, testing or reverse engineering may be needed to establish a defensible basis for the assessment.
